Commentary on changes to ABSD regime for large scale enbloc redevelopments, and the lifting of 15-month wait-out period for downgraders

The Government announced today (1) changes to the Additional Buyer’s Stamp Duty (ABSD) regime to support licensed housing developers (HDs) in undertaking large-scale en bloc redevelopments, and (2) that the 15-month wait-out period for ex-private property owners purchasing non-subsidised HDB resale flats, first announced back in Sep 2022, would be lifted with immediate effect.
